Is free parking free?  Residents of the down town area are finding it difficult to cope with the explosion of automobiles jamming the street.  Blocked driveways, noise, trash, are just some of the daily encounters now common to home dwellers in the downtown area.  As the City creates fee areas to park many seek parking in residential areas and consequently create a headache for home owners and apartment tenants.
